Job Description:

Primary Health Care (PHC) refers to "essential health care" that is based on scientifically sound and socially acceptable methods and technology. This concept of PHC makes universal health care accessible to all individuals and families in a community. It is through meaningful participation of the community and at a cost that the community and the country can afford to maintain at every stage of their development in the spirit of self-reliance and self-determination. In other words, PHC is an approach to health beyond the traditional health care system that focuses on health equity-producing social policy. PHC includes all areas that play a role in health, such as access to health services, environment and lifestyle. PHC is the first level of contact of individuals, the family and community with the national health system bringing health care as close as possible to where people live and work, and constitutes the first element of a continuing health care process.

The World Health Organization (WHO) elaborates on the goals of PHC as defined by three major categories, "empowering people and communities, multi-sectoral policy and action; and primary care and essential public health functions as the core of integrated health services." Based on these, PHC can not only help an individual after being diagnosed with a disease or disorder, but actively prevent such issues by understanding the individual as a whole.

This ideal model of healthcare was adopted in the declaration of the International Conference on Primary Health Care held in in 1978 at the Alma Ata, former United Soviet Socialist Republic (USSR) (known as Alma Ata Declaration), and became a core concept of the WHO's goal of Health for all. The Alma-Ata Conference mobilized a "Primary Health Care movement" of professionals and institutions, governments and civil society organizations, researchers and grassroots organizations that undertook to tackle the "politically, socially and economically unacceptable" health inequalities in all countries. This commitment was also renewed and reaffirmed by the member states of the WHO in the Astana Declaration held in Kazakhstan 40 years after the Alma-Ata conference.

As founding member of the WHO, Ethiopia has adopted the PHC concepts and principles to realize the universal access to promotive, preventive and curative health care services for its communities. Using the principles of the PHC, the country has made great strides in making PHC services accessible to the community through expansion of health facilities, training and deployment of health care workers, equipping facilities with essential medicines and medical supplies through community participation. In order to further bring services to the doorsteps of the community, Ethiopia has introduced the Health Extension Program in 2003. Since the initiation of the program, several remarkable achievements were registered through improving health awareness of the community and services uptakes. Promising achievements were registered in improving uptakes of high impact maternal and child health service, contraceptive prevalence rate, institutional delivery, immunization and management of common childhood illnesses. And these have contributed a lot in the achievement of the health related MDG targets. To maintain the successes of the program and realize the universal health coverage (UHC) by 2030, the government of Ethiopia has developed a 15 years Health Extension Program(HEP) Optimization Roadmap to address the systemic HEP challenges and to respond ever increasing demand of the community for quality health services, epidemiological and demographic transition.

In order to comprehensively respond to health challenges related to rapid economic, technological, and demographic changes as well as treating people and communities as key actors in the production of their own health and well-being, it is utmost important to develop a National PHC strategy that details about the concepts, principles and pillars within the context of Ethiopian health care system.
